My cargo train (which is going to export goods) goes from a cargo station to the cargo hub. and then the cargo on the train is clear but no export ship spawns. why?
why cargo hub doesn't spawn export ship?

Maybe it isn't full yet? You may just have to wait for some time for it to actually export. But if it made it to the hub, it should be considered exported.
