Why can't you drill in vassal/colony lands?

It seems weird that you would be unable to drill in your vassal or colonial lands. It means that I have to drag my troops out of my colonies in the americas back to europe just to drill.

Agreed. I wouldn't be surprised if this is added in a later patch.
