You can't convert culture in other subject types either, all you can do is enforce your culture on PUs, and even that just changes their primary culture. So no, it's not solvable as a simple QoL issue, it would require a whole another mechanic. People on the forum seems to be clamoring for it lately, but ultimately it's still a design choice, up to the developers, and I for one doubt that they would spend coding hours on something like this given their focus lately. Maybe for EU5, if it doesn't come with another system making this request moot.

Wholeheartedly agree. The CN AI does ABSOLUTELY NO culture converting even if I give it the damn CULTURE CONVERSION -30%(!) holy order. What even is the point of such a good state modifier if my dumbass subjects decide not to use it????????????

Also, remove "heretic and heathen provinces give no penalties" idea from CNs' national ideas. It's stupid.

This has been an issue for a long time. I remember several years ago they gave some stupid, bs excuse about "balance" or other such nonsense. The worst part is you can convert subject provinces' religion, but not culture for some reason. Make it make sense.

So, forget having French Haiti, or English thirteen colonies, or Spanish Cuba, etc. if you didn't get there first (for those of us who like to play semi-historically).

Our only hope is that the Tinto team actually seems to be listening to the community, on top of being competent developers/programmers (they def don't seem to shy away from changing up core mechanics). So perhaps we'll get something eventually along with other colonization fixes.
