Why can't Rogue Servitors use Xeno-Compatibility?!

Yeah I'm also for loosening up the requirements on this perk why wouldn't you want to breed better slaves if you already genemod them? No need to be xenophile.

I could also imagine pops of the same species type mammals / fungi for example to procreate with just a tech although at a lower rate.

true, but Xenophobia can mean more then just believing your species is superior, but also be about how every species has it's own separate place in society, and thus should not be mixed, or something like that.

but if Xenocompatibility was to become available to non-xenophiles, it would likely require a new policy system to regulate what species can or can't breed outside their own.

I know the perk is useless pretty much for them but c'mon, my Caretaker bees want a zoo full of wonderful, beautiful creatures.

Who hasn't seen Wall-E? Its a masterpiece of a movie.

And that entirely depends on what you imagine your rogue servitors to be like. Personally I play them more as zookeepers who want to gather every species in the universe.

Perks are not mandatory to pick so if it doesn't fit your RP you can ignore it :)

You can start out xenophile pick the perk then switch to xenophobe and it still works - it makes sense since why wouldn't you retain knowledge if you change your worldviews. It just feels gamey and you want to push your xenophobe popularity to >20% before you pick the trait because afterwards that gets much harder.

About species mixing/genemodding policies -yes please- but preferably with some events/interactions with other perks like (enigmatic engineering/bio ascension)

Honestly the only thing I care that the biobags do is have the Unity boost perk and perhaps lower Consumer Goods and Housing use. I use strict Pop growth controls and only allow as many as I need.. why would I want them interbreeding??

Because its fun? Because roleplaying? I said above, I am very aware that its mostly useless for Rogue Servitors which is kind of a good thing really, I mean, it would not really mess up the balance of the game so there's not really any reason not to have it available other than perhaps the 1 hour of coding that 1 guy at Paradox would have to do.

I'm not saying it will hurt anything but just weird to have it coded as a what Tech? That would be unfair to empires that have to pick it up as a perk. Also from a RPG perspective don't think the idea of xenos being pampered to death with chips and soda and movies involves allowing them reproductive freedoms. But that's just me.

Yeah that depends entirely on how you imagine the rogue servitors, I imagine them more like zookeepers and we all know how much zookeepers want their animals to fuuuuuuuuuuck...I mean their pandas mostly, but other animals too...

Rogue Servitors aren't really the Culture, remember. Rogue Servitors have no Ethics. The Culture definitely has Ethics (though they are Egalitarian, Xenophile, Pacifist _and_ Materialist, really); and basically formed a super-Federation by uniting various different Empires (they obviously had the future Diplomacy DLC); they pursued Biological Ascension with Xeno-Compatibility (the Culture definitely has Erudites in the books) -- but continued building Synthetics until all their actual Leaders were super high level Synthetic leaders (since, hey, Synth leaders remain immortal if you don't go for Synth Ascension!). Oh and they have another DLC that lets them build moving habitats that can fly around the galaxy.
