Why can't release?

Guys, I fully occupied Timurids and I have %93 WS. But I don't have "Release Persia" option as you can see. Why I can't release Persia?

Are some of Persia's cores occupied by someone else in an unrelated war?

Oh, Oman occupied one core in another war and waits. Is this cause of my problem?

Also, guys, what can I do in peace deal best with fully occupied Timurids. What's the best thing can I do in demands?

Continue occupation until call for peace. Take Persian and Khorosani provinces and release as vassals. Watch as the country falls to pieces due to rebels. Most will probably go to Baluchistan (assuming it's independent), so war with them to return provinces. Otherwise just wait and war the defeated Timurid when the truce runs out.

It's cheaper to conquer the territories of the nation you want to release and feed them lands. I wouldn't just release anyone from a war as you have no guarantee to gain from it. They mite not want to be a vassal, ally with a big power, and you're stuck paying double what you spent to release them. Horde CB gives no dip cost to border territory in the peace deal so take all you can that way, and extend the war if you can't grab all the border stuff.

Yes. This fact is even plainly visible in the screenshot: look at the province tooltip for Hormoz, then note the conspicuous absence of Oman's escutcheon from the player's side of the peace treaty box.
