In my last game as Japan I created a battle plan that included units on the Mengukuo/China border attacking into China. After declaring war in September 1938 I started the multiple battle plans that I had previously created. The only one that wouldn't go was the one on the Mengukuo border. I then manually ordered all my divisions in Mengukuo to attack the Chinese divisions on the border but those orders wouldn't execute either. I then had to move of my divisions from Mengukuo into Japanese controlled China adjacent to Beijing. The attack orders would work only within China.
This was a huge setback to my offensive because I wasn't able to outflank the Beijing defense line by crossing the border to the south of the river line.
Since Mengukuo is a puppet of Japan, shouldn't Japanese divisions be able to attack into China from Mengukuo after the declaration of war? The declaration of war included calls to Mengukuo and Manchukuo. Is this a bug or am I missing something?
