So I've been conquered by the Mongols, and I want to start a faction to get my empire back, as I've got a strong claim on it - for some reason I can't? I'm not on the council, can still start an 'independence' faction - is there something I'm missing? Is it just because I'm tribal and my liege is nomadic?

Reading the defines files, it seems like hordes are categorically immune to this until 1350 - can anyone more versed in this stuff confirm? Sucks when mongols invade in 900.
