Pretty much that. Playing as a Germanic Emperor, and I have the Theocracy of Lithuania as a vassal. When I try to retract vassals, it won't show any available. Revokation laws allow religious revokation.

Retraction is different from Revocation. Does that Witch-King have any vassals to retract?

Yes, he has 6 landed vassals count rank or above.

Possibly your government type, tribal organisation law, or something of that nature prevents retraction?
