Playing as a norse pagan, I can't raid. I've gathered my armies, toggled the raiding button, moved the army to another king's province next to my own and... nothing. I've tried raiding people of different cultures and religions, I've tried changing my own religion, nothing works. My raiders absolutely refuse to raid under any circumstances, what am I doing wrong? I know that this is caused by HIP, because I can raid perfectly fine in vanilla.

Perhaps you could explain more clearly what it is you're doing, and what you expect to have happen, and someone could then perhaps point out what you're doing wrong. As it is, considering a mod can't do what you're suggesting is happening (ie. you turn on raiding for an army but nothing happens), it really can't be HIP responsible.

I've noticed too that raiding is blocked for a bunch of non-obvious reasons. You definitely can't raid a ruler's realm if he's in your prison (!), or the council would refuse a DoW (!!). Raiding rules for christian tribes are still a mystery to me, with raids ending suddenly sometimes for no discernible reason. These seem like bugs to me, but it's not something that HIP can address.

I am having a similar issue. It works as expected until you move into another lords lands. Nothing happens, no siege or hostility.

Being a wise ass and acting like nothing is wrong doesn't help anyone man. It certainly is the mod because I was just playing vanilla and ck2+ but when I play HIP i have the same issue as the OP. I just posted in the bug report thread. Hope I can find a fix

Let me put it this way (and I'm basically repeating Rylock here): the only thing you can modify with regard to raiding is to switch on or off raiding function in individual governments or religions/'. "allow_looting = yes", to be exact. That's all you can do. You can't add any more specific requirement than that. So HIP isn't likely to be the cause here because... you can't even modify any more than that in the first place. In this particular instance, just because raiding function stopped working in an odd situation while playing HIP, doesn't mean it will never happen while playing vanilla CK2 or some other mod. The situation should be exactly the same to be able to conclude that HIP is causing an issue with raiding.

Could it be that the other Kings Religion is the same as yours ?. If the Kings shares the same Religion as yours than you can not raid him. If your pagan you can only raid Christians and those Pagans not the same religion as yourself.
Also I believe they have to be your own personal Levy and not your vassals. Only your own men can raid.. If you try to use your vassals then you are not allowed too.

So check, If the army you want to raid with... Are they your own Personal Levy/ Troops.. or are they your vassals. I believe if they are your vassals than you can not use them to raid at all. could be wrong but i remember something like that.

also make sure you have enough troops to raid with. If the garrison of the province you want to raid is higher than your own troops than it wont work.. Just like in a siege if you have less troops than garrison it wont progress I believe it also applies to raiding
