Why can't I load my Army on that stupid boat!

Hehe Hi All!

I remember asking Johan that question when writing the Manual. His answer was this.
Navies can't be attacked when they are in a port, and thus if one were allowed to load armies into them in port one could create immortal reserves, which well of course would ruin the fun...

As soon as you take control of a province, all ships leave port. You might just as well have decided that all troops on ships take up the fight as soon as the province is attacked, or something along these lines.

Still they won't suffer attrition at port or count against the supply value of the province.
