Playing Germany I have conquered 80% of Africa and I was amazed to discover that some provinces could become states (thus enabling to build factories) and some not... but which puzzled me was that, for instance, two provinces that look very much the same (like Alto Volta & Mali, for instance) one gets statehood and the other not....

To give statehood to a region, you need at least one province with a population majority of an accepted nationality (in case of Germany: North German and South German) within. You cannot transfer your POPs there, you have to wait for them to emigrate. If you conquer a region which was given statehood by a former owner, it remains a state and you may build factories.
So look at your population stats for the respective regions.

Or you could make your own form for "emigration" by letting the minority do the job as soldiers and send them into the frontline ;) Although i don't like that nazistic thought, this is only a computergame :)

I didn't know that.... now that you mention it, it could be a possibility... I want to grant statehood ASAP to that region... and everytime I check the ethnic pie it's multicolour....

Your people should more or less automatically flow to your different colonies... and if they don`t just sky rocket your taxes back home... it will send them rabid and flying to get out of there :p

Oh, I've tried this but it didn't work out... still got over 80 clerks in Nigeria which scratch their belly without having anything to do at all....

But, I'm serious here, if I raise taxes, won't it make mad ALL of my citizens, whether they're in states or colonies? :confused:

It's curious because I've got one province in Japan full of Japanese clerks but they have no factory to work at... how could it be?
