why cant I get navel supremacy in the south china sea??

Hi, so i got into a fight with japan as the uk and am utterly unable to gain navel supremacy in the south china sea. I currently have 516 ships on patrol in just that region, 1000 mines laid in the region, and complete air supremacy over the region, with 0.00% navel supremacy. I have red text "We know too little about this region" on the tool tip when i mouse over the region as well so i build some level 5 radars that overlook it and made ships with high surface detection but that didn't change anything so i don't know if that's relevant. please help, i've been stuck on this one region for three years lol

I've had similar issues with Japan when naval invading China. No matter the force I could never get anything else than 0% naval supremacy as long as china had some boats in the area.

Here's the requested screenshot (removed because of historical German flag) in case i was doing anything stupid, I did manage to get navel supremacy shorty after that though by researching all of the decryption techs which boosted me over 30% Intel which is apparently the minimum you need before you can gain any supremacy. So if anyone reads this with the same problem they could try that

You mean from the intelligence agency - naval department? If not what does the naval department +25% navy intelligence do exactly?

Oh nevermind you do not have the latest dlc and you still have decryption as research so I assume things work differently for you.

Just to recap for slow people like me:

you need 30% naval intelligence on an enemy (nation you are at war with) to obtain naval supremacy despite your superior naval numbers in the zone?
So if an enemy doesn’t have any ships left (and you don’t have any other enemies, you would need to obtain naval intelligence through spy planes, radar, assets, when you can’t get it from naval combat?
