Austria-Hungary makes no sense for the time period. Two Sicilies, on the other hand, existed in 1815. Why isn't there a tag for it? It should be a minor one, like Tuscany.

More than being in the historical timeframe, it's absence in eu4 is due to the lack of a culture behind it.
EU4's timeframe is the golden age of nation-states and if an Italian duchy had the power to unite Italy, it would call herself Italy even in the 1500s, same for Germany, Bharat etc
If an Hungarian prince conquered the Austrian territories it would either create a vassal, a client state or incorporate it in a greater Hungary rather than sharing the throne with a German.
