Why can't I establish Austria-hungary?

Not to be funny OP but why do you even want it? Is it the name? The flag? In its historical sense it was a compromise with rebellious elements that were tearing a failing empire apart. In game mechanics it wouldn't make sense to want to do. It would be like changing a cored empire into a PU with lots of revolution issues.
Historically there were other dual kingdoms such as Brandenburg-Prussia or Sardinia-Piedmont. But these were unions of two nations. Not a melt down of one.
So again. Why do you want it ?

1. Austria-Hungary was not formed in this timeframe, and would be ahistorically always formed because Austria always has both Austria and Hungary
2. It was formed in 19th century, and it was not something Habsburgs were happy about. It was seen as a necessary evil to make up for the fact that Prussia defeated them in taking over Germany. It's gains however can't be earned before the birth of Nationalism, so forming it in EU4's timeframe is pointless as you get nothing from it
3. In HoI it is possible because it is restoring an old Empire. And even there, it is a Hungarian thing, not Austrian

In-game, forming Italy refers to the Kingdom of Italy, a crown in the HRE(which previously “existed”), largely based in Northern Italy, and does not refer to the unified Italian peninsula and the Italy we know today.
Furthermore, akin more to the Napoleonic client state of Italy, from the flag.
It has historical context for being included, and isn’t some silly, pointless fantasy tag like Austria Hungary is
Italy, Germany, Russia, Yugoslavia, Spain, Britannia... these are all states based on Cultural Groups that one can come up with in any period.
Austria-Hungary isn't. It's a very specific nation created by a specific nation's specific dynasty in a specific period for that period's specific purposes to use opportunities made by that specific period.
Austria-Hungary was formed because HRE was force dismantled by Napoleon, and then Prussia forced Austria out of the German confederation. Basically the only reason it existed was because of two failures.

Note the HoI4 formation of it is initiated and driven by the Hungarian counterpart in that timeline rather than the Austrians as a means to gain control over Austria and Czech lands. It'd be more accurate to call that one Hungary-Austria really.
The Germany in EUIV is meant to represent Napoleon’s Confederation of the Rhine, and the Kingdom of Germany was already an established concept... so technically, yes, it did
How about instead of us explaining to OP why it shouldn't be they could give us one reason why it should be?
yea I was gonna say it if I was op I agree but germany is there because when it was not possible to randomly become emperor that decision was a way to reach empire rank

Germany did exist. It was that area of land where all the Germans were. It doesn't matter when the modern nation was founded.
What certainly didn't exist was that area of land where all those Austrian slash Hungarians lived.
I'm gonna ask again. Why should Austria "slash" Hungary exist in game ?
More than being in the historical timeframe, it's absence in eu4 is due to the lack of a culture behind it.
EU4's timeframe is the golden age of nation-states and if an Italian duchy had the power to unite Italy, it would call herself Italy even in the 1500s, same for Germany, Bharat etc
If an Hungarian prince conquered the Austrian territories it would either create a vassal, a client state or incorporate it in a greater Hungary rather than sharing the throne with a German.

What? Where did Italy existed as a state? 03.17.1861 is definitely not in the 1444 - 1821 timeframe.

The Kingdom of Italy was already an inheritable title, but the Italy represented in game is modeled after Napoleonic Italy, which formed in 1805, ruled officially by Napoleon but governed by his step-son. Italy in-game even uses the flag of its historical Napoleonic counterpart

In 1444 the emperors of the HRE were still crowned as kings of Italy. Note how the formation decision does not require the southern half - that's because it refers to the HRE kingdom, which was later used as the borders of the Napoleonic kingdom of Italy.

Most formable tags are supposed to be a good thing for the player to strive for. Austria-Hungary is more like the outcome of a disaster for Austria that would see Hungary released as a vassal state after they've been integrated
