In 1444 the emperors of the HRE were still crowned as kings of Italy. Note how the formation decision does not require the southern half - that's because it refers to the HRE kingdom, which was later used as the borders of the Napoleonic kingdom of Italy.What? Historically Austria-Hungary was a sign of Austrian failure. As an Austrian player it's something you'd want to avoid, as it's giving up internal German power and sharing it with the Hungarians. Most formable tags are supposed to be a good thing for the player to strive for. Austria-Hungary is more like the outcome of a disaster for Austria that would see Hungary released as a vassal state after they've been integrated
