why can't I end the Iberian struggle

I'm an involved Iberian ruler and my highest title is the empire of Italy
my capital is in the kingdom of navarra, I think I completely control Navarra, but somehow it isn't checked.
actually it says in the decision - you hold and completely control any kingdom of Iberia 3/1 but it isn't checked so I can't end the struggle with detant.
what's the problem? is it because my primary title is the Italian Empire? or because my name is caliph of my religion? something else?

You can either take the unofficial patch mod to have this fix, or try to set another kingdom as your primary title (in some case it fix the issue)
