I just got my spy networks up and claimed the capital province and nothing changed on this screen at all, and it won't let me select the humiliate rival. What am I missing here?

Not sure, but I think if you hover over "Confirm" button, tootip might tell you more. I suspect you might not have free diplomats.
That was easily solvable. My problem is that I have a claim but no conquest casus beli.
