Why can't I create the Latin Empire?

I got 600 gold and 400 piety, I am catholic and I hold Kaliopolis and Thrake, and the title is vacant. But the "Create" button is greyed out. So....... ?

Then it sounds like a bug.

If I remember right, "create latin empire" was moved to do the decision window at some point, so that you have to create it through a decision and not through the normal method. It has been ages since I've looked at that, though, might be that I'm giving dated info. Check your decision window just in case though, if you haven't already.

Both provinces must be in your demense - vassals holding them block creation (even though the game shows you as fulfilling the requirements).

Edit: Also check that you own all holdings in the two provinces (ie they are vassals to you, not another nation. Stray muslim holdings are not uncommon in that situation.)

No its just Thrake province and the one to the south. They miss Constantinople itself, probably because of the Patriarchate holding.

Last time I formed the Latin Empire i remember you had to control Kaliopolis and Thrake you couldnt give the counties away or it wouldnt let you form the Latin Empire
