OK, I've created the mythical nation of Royale on Isle Royale. It has a 'Build Ships' Icon, and an anchor, but I can't select it. It doesn't say that it's because I don't have the tax base, and I can build troops there. Any clues?

I've run into this one with my Canada mod.

You probably have your "whiteman" value set to 0. As a result you can't make ships.

Manually edit the file and make it whiteman=100.

How did you create "Royale"? Was it as a revolter, did you add it to the save game, or did you create a separate scenario?

I created Royale as a new country in the GC as U00.

All appears to work except I can't build the ships.
(Interestingly, if I move the scenario to Tasmania (Macquarie) I *can* build ships. Fascinating!)

I completely forgot about the whiteman value. In fact, I *thought* it was no longer used. I'll give it a try later and see.

For those who are interested, I was inspired by the book "Island in the Sea of Time", where Nantucket island is transported back - by an 'event', forsooth! - to the Bronze age. I figured a mere 600 years ought to be possible for this humble student...and Isle Royale would stand in for Nantucket.

The whiteman value is supposed to start out at 0 for american nations, to reflect that they didnt have horses (cavalry) and a maritime tradition. So, when they get contact with European nations, the whiteman value raises, untill they can build both boats and cavalry.
