Why can't I bomb someone back into the stone age?

Sometimes you have that alien species that you run into that are so close to getting into space. They're in the Pre Space age. Why can't I bomb them back into the stone age so that I don't have to bother with them right now? I just had to purge an entire planet just to keep them from taking up a particular piece of space that I would enjoy inhabiting. I really want to bomb people back into the stone age. I enjoy it almost as much as I do purging.

If you set your policies you can just invade them and wipe them out or set your bombardment so that you'll damage their buildings. The AI is unable to fix damaged primative buildings, so it just stagnates forever.

When all buildings are turned into rubble the people are living in a post apocalyptic society. I think it's justifiable that they can't go space age again in the game normal timespan.

Ps: also, a question, if you, say, blow up half their buildings, does that slow their progress through the ages down?

I enjoy it almost as much as I do purging.

I like to think of orbital bombardment as a surgical attack on military target (with regard to collateral damage modified through bombardment policy), not all out 'bomb them to the stone age' thing. Considering that atomic age primitives are well capable of blasting their planet into a Tomb world all by themselves, it's basically assumed more advanced empires restrain themselves to avoid irreparably damaging prime real estade.

I think a research project should be used in this case, if you have certain policies then every time a pre ftl civ advances, you should have the choice of whether to knock them back an age. However to balance this I think that more advanced pre ftl civs should give more research from observation posts and required more investment into the research project to knock them back an age.

Go full terror bombing on them. Has a chance to kill pops each month. Do it for a couple years and you should remove all pops and effectively clear out the planet.
Works for any AI empire colony, should work for non-empire planets, too.

Sliightly off topic but i had hoped there would be other ways or purging without occupying. Bio-engineered plagues ect - infect a planet with something that only effects the sentiants living on it or a specific species. Why waste my ground troops, bullets and time when nature can do it all if its "encouraged"

Just a clarification:
Primitive buildings have NO effect on going through the ages right now. That is entirely event based. And the event does not care for buildings or pops. That buldings are not fixed is propably because the game is not running any resource tracking or AI for the Pre-FTL civs.
It hinders them a bit when they reach space age (and the rsource tracking/AI starts running). Propably (it could be the final event just replace all buildings. Damaged or not.)
But it will not stop them from progessing.

I would guess that all the options you want (and a few more you have not thought about) will be part of a future expansion. Possibly a paid one.
Right now Pre-FTL civs are pretty shallow. More of a placeholder then a fully developed mechanic. Like Diplomacy used to be. And slavery/Right Policies will have been after 1.5

That will work only as long as the other side does not have the same tech, to develop the counter bioweapon. So not against other empires. Propably against Pre-FTL.

I see this as options for an observation posts. eg. sabotage of science or industry and after discovery of new technologies - possibility to create viruses, weather changes, hidden from the natives terrafomation or secret changing genes operation. For all of operation should be prepared events.
Or We can always send a spy / agent to nuke the largest capitals with a high chance to cause a moral dilemma to the agent sent on this mission.

But it is an idea for a mod or part of a bigger DLC. .
