I am playing as the Petty King of Wessex in the 769 start and have made most of Wales tributaries while I slowly add the south England to my demesne, however when I try to declare war on the Petty King of Powys, I can't. It says "must have a valid casus belli." I thought I didn't need a casus belli to declare a tributary war? Any help would be greatly appreciated!

How far away is he? If you're not sharing a direct land border or he's too far by sea, there's no forcing tribute.
I also have some neighboring realm s I can't declare any war. I wonder me too why tributary war is not available.
Ah ok that's probably it. It's in the middle of Wales, so it's not connected by sea. Thanks!
