Why can only Christians form PUs now?

I'm playing Morocco, and I notice the Mamluks have a Regency Council and the young heir has a weak claim. They're also being pummeled by the Ottomans. I figure that I should up my relations and get a Royal Marriage in the hope of forcing a PU. I get the marriage - but I can't claim the throne because apparently now only Christians can do it. I wasted a whole ingame year spamming them with subsidies and dumping money into a diplo advisor, for nothing.

What is the reasoning behind this change, other than to make European countries arbitrarily overpowered?

There is only 1 example of one outside of Europe and it allows for non-Christians to have RMs with everyone else.

My only guess is that it's for historical reasons, but I'm gonna miss surprise Ottoman/Golden Horde PUs. Those always broke the game or changed them entirely.
