Why can not influence China?

Playing US right now, and I am trying a cool feature called SOI However I found that I could influence Brazil, Haiti etc, but just not China? Why is that? Is it too big to be influenced?

Is China a great power in your game at the moment, if yes, then you can't influence (GPs are immune to influence)

are you a great power in your game at the moment, if no then you can't influence (only GPs can influence other nations)

Is China someone's satellite? If yes, then I believe you can't influence (satellites AFAIK can not be influenced IIRC)

At game start you are too weak, even as the US. Hover over the priority setting to see a tooltip with a bit of breakdown.

Oh, and satellites can be influenced.

Got it, I use US and just started. Technically I can influence China, but the influence point increase 0 point even I set it as the highest priority

I guess I have to grow US a little more first
