One thing I've noticed scrolling through the workshop time and again is how winter theme maps are in the minority.
How come?
I think they're the coolest, and offer a more fun environment to build a city in.
Why do you think there are so few Winter maps being made?

You can create your own maps with a snow theme with the help of the Map Editor. But still, winter maps on the Workshop are less common compared to regular maps or ones has custom themes.

Probably because the require a DLC. Ofc you need it to make them, but you're also making something not all players can enjoy. I know I try to keep my assets as available for most players as I can and I imagine map makers might be the same.

I do love playing snow maps, but I just cheat and use the Environment Changer mod to swap a map I like to winter. Then I swap all the trees already placed on the map to winter trees with Prop It Up. That opens up a lot more possible maps to use and so far I haven't found any problems with it. Once converted to a winter map it works just like the map was always a winter map.

From the perspective of a mapmaker:
- They require a paid DLC.
- There aren't a lot of good custom snow themes. (one or two at most) And the vanilla one has yellow snow that looks like pee in Fertile areas.
- They're quite monotonous. You can't create variations with textures and trees, as they're all white.
- You can change any map and save to Winter with the Environment Changer Mod.
- It's better to make it as a normal map that people can convert, because this way you can see what you're doing with the varying terrain.

I do enjoy converting my maps and cities to winter, but not as a permanent theme. Non-snow maps just provide more variation.

As much as I love winter maps, I feel like the game would have been better served with a Seasons DLC, with some level of control for where your map is supposed to be within the Earth's hemispheres.

Nobody disagrees with that. We didn't get eternal winter maps because it seemed better than seasons, we got them because seasons aren't possible for the game within the minimum system requirements.

While I do play on a winter map from time to time, the main thing I don't like is the lack of color. That and I don't much care for winter in real life either.

We looked into adding the changing seasons at it comes down to technical difficulties, earlier design (timescale etc), performances and also time and scope. Therefore we did the best we could with Snowfall and unfortunately there's no chance we'll get changing seasons for Cities: Skylines I'm afraid.

I do agree that this is something that we'll take into account in future games we should develop, as seasons do bring so much to the gameplay.

I am afraid the overground metro is not so likely thing to happen for Cities: Skylines.

That isn't them saying it isn't possible, that's them saying they aren't gonna make it. There's a difference. Metro not being above ground is a design choice and makes sense from a perspective of each type of transport having a niche. The awesome thing about mods is it lets us customize the game to be more how we want it to be, but that doesn't mean the devs think the same or should make changes to the game because a mod exists. ;)

But it is still possible right? Seeing there's a mod called Metro Overhaul Mod that was created by only modders, if modders can do it to the game, then I am 100% sure C/O can do it as well if they are able to create a more functional and less buggy version of Ploppable RICO in the upcoming Industries DLC.

You can create your own maps with a snow theme with the help of the Map Editor. But still, winter maps on the Workshop are less common compared to regular maps or ones has custom themes.

Personally I can only make very very ugly maps in the map editor sadly.
Luckily the workshop is full completely gorgeous tropical and desert and alpine maps to build on.

Had the metros had their same functionality, I think no one would use the monorails other than for aesthetic purposes.

Metros has less flexibility in 2, and really all the transport did, so it could cope with a 'dynamic' city and so they could write in all the other mechanics, rather than a preset and simpler world for the transport to be in.
Skylines has a huge actual city building in the game with so much going on as well.
I wouldn't say made it less flexible intentionally, but that it would take a huge amount of time and work to do it otherwise. Monorail being just raised, trains just ground and metro just underground is alot easier to code. The Mod did it sure, but the mod didn't have to pay for each hour of work and didn't have to make the whole rest of the game as well.
Without Motions 1, the whole game was about transport so of course all the time and manpower went into it?

also, monorails are cool.

Also how come this thread is about this now?

I know it's a silly idea but you could potentially make a decent-ish snow map by downloading a desired custom map with another theme, opening it up on the editor, exporting the heightmap and then creating a new map on the editor, this time with the desired snow theme, and then importing the heightmap from the previous one. It's not the perfect solution because you'd still need to place water sources, highway connection, trees and other landscaping, but it's a start.

I know it's a silly idea but you could potentially make a decent-ish snow map by downloading a desired custom map with another theme, opening it up on the editor, exporting the heightmap and then creating a new map on the editor, this time with the desired snow theme, and then importing the heightmap from the previous one. It's not the perfect solution because you'd still need to place water sources, highway connection, trees and other landscaping, but it's a start.

There's really no point in doing all those extra steps, when there's a mod that lets you convert a map to snow. It's sooo much easier and you don't have to add things yourself. The map I currently play on is Schwyz converted to winter with Environment Changer Mod. I changed all the trees with Prop It Up too and now I have a lovely snow map. Don't have a ton of pictures of a larger area, but you get the idea. :)
