I can't see a reason why these robots aren't working.

There's only 1 world they're working on; my capital.
All the rest, they're just sitting around.

There are jobs available in the workers strata, but they're just sitting idle.
Is it because I've given AI 'Citizen Rights', and 'Stratified Economy' living conditions? (necessary to satisfy the 'Stratified Society' faction demand).
