Why are we allowed to rival Exterminators/Purifiers/Devourers?

Actually I believe that declaring rivalry is also statement of focus on your foreign policy goals. You can just treat the guys as a nuisance (especially if they are funny weaklings that only can gloat) or as your primary enemy around whom you will unite your political class.
It would be fun, if there is an option in the upcoming diplo update, where non genocidal empires of opposite types (egalitarian - authoritarian, peacful - millitarist), would start working together after a genocidal empire reaches a certain size and has destroyed some empires. Like a global threat level modifier, which activates lategame.

Already we have "threat level". Its called "A common threat" modifier. More powerfull your enemy and more he conquered, better relations with another empire who is not allied with him. It works pretty clunky thou. You can conquer agressive hive mind and the peacefull guys will start to see you as a threat...

I think the rivaling of genocidal empires destroys a little bit the rp aspect. Imagine sending a diplomat to a killer machine empire, declaring that they are your rivals. That doesnt make any sense. An auto rival would be another option, but i think this is covered with the -1000 diplo modifier for genocidal empires. (I got a bug where i got -2000 because it doubled for some weird reason, but who cares, they will be eaten anyway)

you're not telling them that they are your rival. no no no. (no same person will do that cuz he'll loose their element of surprise and lower the chances of winning)

you're telling everyone around you in the galaxy that THIS GENOCIDAL EMPIRE is now officially your RIVAL. and they'll have to deal with you from now on. (this will lead to a respect, open some relationship and explain how you actually gain influence)

I imagine it's something like this:
if there is a Big Bad Dragon that steals your cattle and princesses to eat... you will not go to this cave and declare that soon™ you'll kill him (you just do it if you can)
but instead you can tell everyone that you'll soon go to kill that dragon ..and enjoy the support and free food from the grateful citizens around(finally there is a fool that'll do it for us... or die trying)
and it even doesn't require you to actually go to the cave and deal with a dragon.... just tell them that you'll do it "Soon™"

just so you know, actualy declaring rivality ( and become rival of someone ) give a + in the AI process of deciding when declaring war and to whom .

declaring a devourer-purifier-exterminator rivality its increasing the speed they will eventualy declare war on you , if they will ever have the fleet power for that .

and getting insulted , over the whole game , till you destroy them .

Also you are telling your citizens: "Watch it - there is a threat near us, he can attack us, we should work extra hard to survive."
It's not even have to be a promise to deal with the threat at all - maybe just "get me some extra alloys, we'll build a few extra battleship and those people would not dare to attack us" (influence for edicts) or "let's keep one extra defensive pact to be safer" (influence for diplomacy) or "vote for the right candidate, only he will protect us". (influence for ruler selection)

but...isn't it good? they'll attack you and problem will be solved faster. either by them killing you, or you killing them (cuz you had that sweet harmony tradition :D)
in the end you will not have them as a problem anymore

in realy early game with gran admiral difficult usualy AI ( i'm using "glavius " mod) realy spam corvets , last time i spawned close to a purifier , i used the influence that came from the rivality to keep a defensive pact ; its realy all you use it for , since they are just too strong early by the coverts spam ( AI do double your alloys and minerals :\ ) ..

you can keep them with a lvl 1 bastion and your fleet ; but don't always work .

btw , the AI seems to still be limited to declare " proxy" wars, so if you don't touch them directly , they will unlikely declare war on you :\ .
