Who's to say these aquatic species couldn't use terrain that is a mixture between land and water? Wetlands, beaches, swamps. In addition to being in close proximity to water, you have some terrain to develop primitive industry and metalworking on, then you go down that path.

If you look at the reptilian portraits #3 looks to me more like a hammerhead shark than a reptile, #5, #6 and #12 resemble fish.

Molluscoids and arthropoids could evolve under water. They'd probably have to come out on land to develop metal making technologies. Take a look at arthropoids #7, #8, #14, #19. Molluscoid #13 looks 'fishy' and several others look like they could have started off 'aquatic'.

If it looks fishy is that enough for you to treat it as aquatic ?

Among the Avian portraits #3 looks more plant than avian to me and I use that for the triffid like plants that are one of my custom species.
