Yup. I have this problem on occasion as well, but it is usually with Communist Dictatorship with Communist rebels wanting to become a Communist Dictatorship. :sad:

Maybe you're not fascist enough, i.e. you have reforms that the Fascist Rebels want to remove.

There might be a reform they don't want. Or you are not a Fascist dictatorship, which is what the rebels may have wanted.

Legitimately and popularly elected Fascists in a democracy/constitutional monarchy don't count! You must be OPPRESSIVE TO THE MAX, snatch all powers from the people and vest it in the glorious army and the leader.
