I've never seen a CN take Exploration. I do, however, regularly see them take Expansion.Double check your cn's ideas. I've noticed not all of them are getting exploration. Absolutely ridiculous.

Also, in one game I had, Brazil ended up trying to colonize the Caribbean instead of sticking to the Brazil colonial region. Maybe CNs should get a massive nerf to Colonial Range to keep them from doing things like that? Though it might be because they were a released CN that they acted so wonky.From what I can tell, at the start the Iberian AI properly prioritizes the Caribbean for its colonies provided that it has sufficient colonial range. The problem seems to be that the AI expects colonial nations to colonize aggressively. This was true in 1.6 and earlier, but so far my colonial nations are fairly passive when it comes to colonization, and none of them have set up colonies despite getting fairly substantial subsidies.
