Anything under 5000 citizens is considered a colonial city, that is to say, you can send colonists to them.

It's (generally) not worth sending colonists. And they won't change to english cities (for two reasons: 1) colonial cities in Europe don't change culture 2) if the current culture of a city is that which is assigned in the province.csv, it will never change after it's become a colonial city)

sending colonies in that cities costs 20 ducats. for 1000 population u need 200ducats. your income will be higher for 0.0005 ducats on month. tell me then: is the sending of colonies profitable? surely, not.

European colonial cities with more than 1000 inhabitans can't change culture.. that only applies for true colonial cities (up to 5000) that you conquer in the New world..

European provinces with less than 1000 will change culture through colonisation.. Iceland, Kola etc.

Actually the population must be below 900 when there are no natives and below 800 when there are natives. To change religion and/or culture adding a colonist must not result in city status after the colonist is added.
