Why Are Rebels Allowed To Cross the Border Still?

I think the focus of this discussion is on non-seperatist rebels. I'm not opposed to these rebels walking through my (or any) territory to reach their target. It would be cool if you would get an event when they are about to enter your land, in this event you get the choice between:\
  1. Letting them pass peacefully, this would make them 'friendly' rebels, like your own seperatist rebels. This would cost some manpower, ducats or prosperity. since it would make sense that rebels would plunder a bit.
  2. Not letting them pass, which means you would fight them.

Because it is no longer just your problem, it just became my problem.

When your inability to control the situation in your country becomes my problem, you become my problem.
This line of reasoning justifies your country attacking the rebels, even those that are still in the other country. But it doesn't justify you invading the other country and seizing some of their land, which is what would happen if this thing gave a cb.

Why not?

I can just call them freedom fighters and bomb the country into oblivion like we do now.
