Just something I've always wondered about: why is POP always capitalized (as if it were an acronym)? Isn't it just an abbreviation of "population"?

Plus the Victoria POP is not a 1:1 equivalent to population. Instead one Victoria POP equals four actual humans.
So if you in a discussion over what the values in a POP file should be, using the acronym/shorthand makes it clear you are talking about a number that should be 1/4 the historical number for a given region.

Glad you asked, IMO it's because it is easier to discuss the POPs when calling them POPs. Imagine writing " So I converted two farmer populations into two Clerk Populations" it's might be a short version of the word population but it refers to something completely different.
Beside, "pop" is a noun representing a sound, while "POP" is a population unit in Victoria. The latter is capitalized to avoid confusion.
POP is a unit of population. The name was first used in the manual so ask the devs why.
If would have been better, from a flavour point of view, if they had been called CLASSES. I can only assume that Zombie Lenin's input was ignored by the rest of the development team on this point.
