Also, sewage is blinking, lacking power sign.

Using a lot of one way only road types. Check that you don't have a one way going the wrong way and blocking access to your zones.

before high density residential worked immediately, I gave power to the sewage but nothing happens. Low density obviously works and when playing without unlockall and unlimited money using high density residential once unlocked did work on latest patch with all dlc.

I've had the random issue with high density zoning not building up despite a lot of demand, which started after installing After Dark. Reloading the save fixes this problem, and luckily it hasn't been frequent. Low density R has always worked fine.

I got it twice in a row, first time on ND map, second on base game map

I suspect those on ramps might only be flowing into the highway and none flowing from the highway to the roads.

I started a new city and the issue was solved. and no, the on ramps were correctly placed.

if you look on youtube, you can find things many times more creative.
