Conquistadors, only have thier values outside of Europe. They are not generals.

Nope Calvery shock actually decreases. Where the problem happens is when a CRT increase is reached. I often do not put any money into land tech and let the resulting Nieghbour bonus get me a few levels while I get my trade and Infra techs up. However you cannot let the AI get too far ahead in land tech, because you do not want to fight at a CRT disadvantage if it can be helped.
