Why are my officers starving to death?

My officers are having extreme difficulty meeting their life needs, even though other members of the same class (e.g. clergy) are doing okay. My taxes for all classes are 32%, tariffs at 100%. If my taxes/tariffs are causing hardship, shouldn't other members of the same class suffer as well? FYI I'm playing the Ottomans and had recently conquered Japan and SE Asia.

What's your defense spending? IIRC, the wages of soldiers and officers come from that. I may be wrong...

they are definitely impacted by it, though i think they get a piece of the export income as well.

Okay thanks. My def spending is minimum for jingoism. Time to pump it up!
