Check your relations with those specific vassals, they must be in the red, or they have higher relations with the pope than you in the case of churches. Free investiture helps with those church holdings.

Levy laws only increase the MAX troops your vassals will give you if and only if they have extremely high relations with you.
Your crown laws affect the MINIMUM troops they are forced to give you whether they like it or not.

If your crown laws are mid/high it's probably better to just set our levy laws to the minimum for the relations boost.
