A long-standing problem with horde nations is their refusal to accept peace, even when it massively favours them such as an offer of tribute. This resistance to accepting a massive victory screws over countries like Georgia and makes them virtually unplayable. With settler nations, it's generally apparent why a country won't take a peace, but it just seems baffling with hordes due to the limited diplomacy.

Note: I'm playing 5.2b, which makes it generally easier to concede defeat to a horde but also harms countries that border hordes even more by making it so that the AI refuses peace if it is sieging a capital.

Can't say that I've run into this problem much at all, however I do know what you mean. It especially is frustrating now that every horde is automatically at war with neighbors. Negotiating for peace when you're a Eastern Europe or Eastern Asian country seems like an annual problem with the many hordes that are beseiging your borders every 5 years. However it makes sense for a horde to be less willing to negotiate rather than attempt to ransack your nation, hordes generally are hyper-aggressive.

What's particularly odd is that even at 100% warscore a horde is unlikely to send you a peace offer for a long time, which can lead to the loss of several provinces before they finally force a peace upon you.

Fight defensively, and try to retake your provinces. Scorch earth and see them crumble, kill their men and destroy their manpower, but don't run after them, unless you are sure there are no reinforcements - and that you will wipe them. And remember that sometimes it is better to let them reinforce, so that they lose more manpower, so that they don't get them later...
