Why are empire unique buildings restricted to capital?

Now I realize that when playing Fanatic Materialist, I have to make my capital into a research center. I'll be losing all the synergies with assist research, science edict, planet modifier, etc. Can't we just allow one per empire and remove the restriction?

There are some reasons:
- it might be a leftover when the Capitol State was not as well defined/moveable
- the requirement for Empire Capitol Complex/Captiol State is not clear.
- people actually complained about sectors building exactly this building.
- the AI might need the hint to properly priorize it
- Capitol has best happiness from the +10%. Wich will automatically buff all reserach on the Planet.

Wait what, there are buildings that can only be built on capital worlds? I guess I should play a non-earth start civilization for once and not have only size 16 planet as the capital.

You can move the Capitol around easily. 250 Infuence, plus the cost of Rebuilding teh ECC (plus buildings taht require it).
Note that not all Empire Uniques require the ECC/Capitol World. It is a select few.

That doesn't help much because I only have one research focused planet right now and that planet is not a good spot for a capital. Well, it's just something I have to keep in mind next time I play.

I know for a fact that the Ministry of Culture from the Artist Enclave is an Empire unique and can be built anywhere. Same goes for the shrines/monuments from the rest of the leviathans.

Umm... You realize the 5% research buff from the research center is empire wide?

Your capital doesn't have to be a research hub.

I know that but the building itself gives 15 science. With edict, assist research, and governor bonus I could've bumped that number up to 23 or more. Not a big deal in the late game I guess but that's still 8 or more free science points wasted.

From not having the research institute on a planet where you're using all those buffs, you mean?

Well, you're already missing out not making your capitol a research complex since it's able to build the level 4 labs. Of course, doing so, you lose the level 5 mines/power plants.

Considering that the research lab only provides 9 more science than the building it would replace on a regular world, and only 7 more than the building it replaces on your capitol, that's really not much compared to the... 30 or so extra research your capitol can pump out compared to any other similarly sized world.
