Why an empire with no de jure land is not becoming titular?

I have created a custom empire that covers ALL the territory of the Wendish Empire and some more.
Wendish Empire now has no de jure land.
I can create Wendish Empire, but it's not listed as titular.

Why?

* If it makes any difference, then some of the kingdoms of the original Wendish Empire are now titular and some are not. Those that are not, are still de jure part of the custom empire.

Does the Wendish Empire still have any titular kingdoms listed as its de jure vassals? Maybe that prevents the empire from being titular, I don't know.

So, basically, I have a non-existent titular kingdom that prevents me from forming a titular empire?

It's not non-existent, just non-formable. Does it really matter anyway, why do you need it titular?

For my inflated sense of grandiosity.

I want to have as many empire titles as possible (for prestige). Somehow I imagined that, if they are titular, there's less chance for realm split and no one will want them from me.

But, come to think of it, it doesn't matter, if it's titular or not. If I have eldership succession, I keep all the titles, no matter, if they are titular or not. And, if I have gavelkind, the titular empire and kingdom titles will be distributed just as the non-titular ones.
