Why am i the attacker - no landing penalty

Hi, just started a game as France, and i'm a bit confused on what happened here:

As you can see i'm considered the attacker, and english's army doesn't even have the amphibious landing's penalty, and i can't figure out why it turned this way. I arrived the 20th and him the 21th, has no leader, the province is mine (occupation), i really don't get it...

England was - somehow - first on the province. You do not get to be the defender if the province has no fort. Then the first one on the province is always the defender regardless who owns it.
