Why am I not getting Neither Death Nor Dishonor?

I own Berlin, and it's 1943, and I haven't lost any of my original states. Why am i not getting the achievement?
The achivement is void if you lose control, not ownership, of any of your starting states, EVER. Even if the enemy had just 51% control over one state for a few hours.
