Why am I getting yelled at for having machines, despite not having machines?

So I'm currently playing a Fanatic Spiritualist empire, and naturally one of the factions that pops up are the "do things by the holy book" group. They're pretty pleased with me, but are deducting points for the "Empty Shells" Issue.

The problem is that I don't have robots. I don't even have the ability to create robots. Is this a bug, or do some techs count for some reason (like Administrative AI or whatever)?

You have to outlaw robotic workers, I think.
