Picture explains most of it. I thought it was changed to be capped without battles. Something not working right?

Even if this was working, I still feel like Subjugation should at least require the capital occupied. Seems strange for huge empires to fall when the enemy can't even threaten their capital.

Usually means he fully occupied the contested territory. Whoever fully occupies the contested territory gets warscore ticking for them over time, though I don't notice this for wars over holdings and such (sieging Hashashin who has no counties is a pain in the ass for that reason.)

Fully occupied the contested territory? Not even close.

The contested territory is my entire Empire, because it's total subjugation. When he enforces peace, he takes the entire area painted green in this screenshot. I think you're mistaken.

Important family members then? If he has them prisoner it can be huge. I've seen +50% warscore for one immediate family member, and instant loss if you yourself get captured.

In any case if you hover over the "scroll" that shows warscore it will generally tell you what is causing it.

It's just from occupied vassals.

I don't think you understand. There is supposed to be a WS cap if no battles are fought. Has this stopped being the case?

As it is now, if there is an empire covering the entire map and you conquer about 20 holdings along the border, you take the entire map. No battles required. It's either a bug or very poor design.

I think that ws cap disappears if the war wages for long enough

You've got it backwards. They capped warscore from battles at 75% to require you to occupy territory or take hostages, not the other way around.

If you hover your mouse over the warscore it tells you where does it come from. From what you mentioned, this is either a bug or he has a lot of your family imprisoned.

Warscore is capped at 99% during the first three years of a war if there have been no battles. From your screenshot, your war has been going for 6 years already. So it is WAD.

Now if it makes sense that he gets that much WS from just a few holdings is another question. The problem here is that WS doesn't really scale to the CB ...

You are right about the warscore 99% and 3 years. But the reason they have 100% is not because of a scale issue and this how subjugation wars work.

Subjugation wars base the required occupied territory as the top lieges base income from controlled holdings. Occupying his counties will result in 125% warscore for the attacker, or you can occupy vassals of equivalent values.

But this is what happens when you ignore a war for 6 years, you lose.
