Playing as Portugal, I have an empire stretching from Brazil to Africa and now India and Indonesia, mid 1600.

In the last couple decades I've noticed I'm always getting huge revolts of Particularists. I always cave in and accept their demands before they even spawn since I don't like having to face what would be a world revolt, pretty much. Except, they keep coming. Now all my provinces are 100% autonomy and still the particularists will come back.

Why does this happen? Why are they angry?

I have positive stability, good religious unity, no war exhaustion, high legitimacy, no really high over-extension and no global unrest. I can't explain why they show up.

I was thinking, maybe, that there might be some hidden mechanic behind it, because I cannot explain why they would show up now.

I have good legitimacy (87), 69 prestige, +3 stability, 0 overextension, 100% religious unity and 0 war exhaustion (and no wonky modifier like paesant war, DHE or anything), yet the particularists' revolt risk still increases.

The worst thing is that I only have 3 provinces with Particularist unrest, and it's just 5,7%. Yet when they revolt rebel armies will spawn EVERYWHERE. And if I cave in (because I don't really want to face a world-wide revolt) I have to give Autonomy everywhere...

You should react before they spawn. Giving LA to those three provinces would prevent the whole thing. Where does the unrest in them come from?

Look at the provinces, hover over the unrest percentage and it will show you a very precise breakdown of why the province has unrest. Then get rid of the problem or act accordingly.

FYI - stationing troops in provinces with unrest decreases it to some extent, which is what you should do to prevent the rebels from getting too quickly towards a rebellion (and you can always use harsh treatment if you have spare military points to lower their progress). You should act BEFORE the rebellion (increase autonomy in the angry provinces, station troops etc.), not AFTER (by accepting demands, which only cripples you further and allows rebels to have an easier time repeating their actions). Accepting the demands does nothing to prevent further revolts, other than in some cases like nationalist rebels where you just release a nation - you definitely won't have those rebels anymore, as you've given up all their land, unless you take it back.

Last resort option - create a client state in the angry provinces (it won't hurt since it's only 3 provinces you have high unrest in). Let them deal with it in a localized manner instead of having world-spanning rebellions (so even if the new client state will have huge rebellion risk - at least the rebels will only spawn in its small territory and you'll be able to help them deal with it, or just let the rebels consume them).
