Yes, the AI makes horrible peace deals. They almost never release nations, rarely cancel vassalage and, as far as I see it, don't take provinces they have neither core nor claim on (have seen some rare exceptions).

I really thinking that only the Big 8 are really programmed to conquer anyone. Also AI has been reprogrammed to only attack with overwhelming force. (counting Allies) so AI is more cautious than player.

And like above poster said they are hypersensitive to OE and often make nonsensical peace deals. Also I think AI only "Understands" 100% Warscore......so drags wars out too long.....and gets negative events from the War....like Peasant's War.

I've never really had this problem. I've seen Toulouse become a regional power, then lose it to Guyenne. I've seen Hesse inherit Burgundy, then tell the Emperor where to go, and annex chunks of Germany. I've even seen Yaroslavl form Russia (yeah, that was a weird one). In my current game, Iraq has annexed Hedjaz's Arabian provinces - which is annoying because I wanted to do that.

Some countries are more aggressive based on their "personalities," like the Ottomans, who were quite the expansionists in history. Russia also tends to go very deep into China because they have very rich provinces that are easy to take. I think other European nations have been toned down since 1.0; when EUIV was released everyone was blobbing like madmen, even the HRE minors.

I have seen the Netherlands blob, Burgundy taking over France, Wurtemburg, Bavaria, Hessen, Thuringia, Saxony.. They all became strong regional powers. Same as Italian minors.


But yes, I have also seen many cases where the AI conquered almost every province and then made a white or very weak peace.

I think sometimes the ally problem messes things up i.e an ally conquers the province the ai wants so it drags the war out until it can demand it.

This leads to massive war exhaustion and they end up agreeing to a minor peace deal when their war enthusiasm nosedives. The alternative is burning points to low WE.I saw Portugal DOW France and have 80% WS over some colony in SA. Spain took the colony so Portugal waited at least 50 years hoping to get the colony. France and Portugal both fell behind on tech since they must have been blowing all the points keeping WE down.

But what determines their "personalities" if I have used CKII to EUIV converter?

Maybe they don't have the diplo points? I've always wished you could just go into negative diplo points to make peace deals, maybe that would help the AI.

I've seen England, France and other majors with way too many diplomatic relations, maybe that's the reason why they don't have the points when signing peace.

On the other hand, I reloaded in that case as France and they still had about 150 diplo-points despite getting -5 per month. Perhaps it has something to do with the luck-bonus...
