Can someone explain why after declaring war,it then takes a week to get there when you attack the next town,yet it takes much less for enemy reinforcements to arrive from any of the surrounding towns.Consequently,when you do arrive,you are outnumbered 3 to 1.
To move between the two same towns later in the game only takes a couple of days.I still can't understand this even after playing the game for a while.

It takes longer to move into enemy territory than it does to move through your own provinces. Plus, maybe the province you started from is farther away than the neighbouring provinces where the reinforcements come from.

What was the terrain of the province? mountains, forests, hills or swamps are not good for Arm, and what was the weather like? if there was a blizzard or rain, that could cause it.

The list of things I know of that delay things (sometimes very annoyingly) and speed them up.

1. When moving into enemy territory speed is halved
2. Weather conditions can slow movement
3. Invisible weather conditions such as mud (especially mud) and frost can slow you down. Both of these can only be detected as icons on the battle display when you arrive. Mud is a bit like movement into a swamp terrain.
4. Terrain
5. Type of unit, different types of unit are effected differently by the weather and terrain effects. Different units have different speeds.
6. Ministers - you can get a 10% speed bonus from the right minister
7. Out of oil / supply - note that travel time is calculated when you start the move so always wait 1 hour after winning a battle so that mobile units lose their oil shortage icon.
8. Enemy attack during movement, moves are rescheduled after any battle. This usually results in units being delayed but can cause units to arrive early.
9. Technology can have a significant effect on some movement modifiers (terrain, weather and night).
10. Night - units move more slowly at night so average movement speed can be affected by the time of year and the ratio between day and night.
11. Retreating units get a movement bonus.

Can't think of anymore just now but it gives you plenty to think about.

Is that right? I never noticed and have been playing this game ALOT. Well, it seems HoI will always have surprises...

There is something else I noticed too.

You can move up the invasion date, for some reason HoI remembers the last unit's setting (it could have been a slower unit invading, like artillery infantary) then it will remember that unit's speed even though the new selected item is a rocket.

HOI is trying to help you to synchronise the arrival time of units. This is usually very simple but you do need to get into the habit of asking the arrival time dialog for an earlier time as it seems to believe you want to coordinate your arrival times world wide.

I know the '1/2 speed in enemy territory' setting makes sense, but there should probably be a doctrine you can research to at least change it a bit in your favour. Look at Germany vs. well, pretty much everyone in WWII, they beat the enemy to a lot of areas, even though they were in enemy territory. I'm not saying they're directly related, just a thought.

I would rather have the option for a pre-emptive strike by softening them up with tactical / dive bomb raids a few times before the land troops arrive to disorganize them. Leave it up to me when to syncronize my attacks. Not to mention; It's annoying on a 3 front war with planning attacks in other places and the computer trying to syncronize the arrival time of all the attacking units rather than at their own inherent speed.

I did find a quick fix though, just set back the month and it will revert back to the earliest. From there set the attack to nearest sunlight.

Either way I just finished my first campaign with mixed opinions about overall play, I just found the mod-time fix though. So maybe I'll go for the world. :) England is awesome to attack as SU, their all over the place.
