Who's eligible for the revolution?

In my Byzantium game, the first revolution happened in... Korchin.
The next few happened in the Americas, and I've seen a Rev. Ottomans on the forum.
I'm playing as the GH, and hoping I can get revolution — but I'm not too keen on westernising.
I know, but that suggests it's not tied to religion OR tech group, and as I said I've seen it happen in Korchin.
Or any country that has Western tech?

I just finished my Prussia game trying to get the revolution achievement and there were no Rev. countries at all. And I am very upset. There were a lot of revolutions but all of them ended with nothing.
Here is the triggers of the revolution, but I don't know how the country changes their tag to "Rev." because I almost never play till that late gametime:

technology_group = western
is_year = 1750
num_of_cities = 5
OR = {
is_bankrupt = yes
num_of_loans = 25
inflation = 10
war_exhaustion = 5

Now, that's absurd.
IMO it should be limited to nations which are in Europe, have Western Tech and are great powers but excluding OE.
Edit: Sorry, I take my words back. Rev. Ottomans is totally fine and isn't more absurd than Rev. (any other European state).

Why is this more absurd than, say, a Revolutionary Russia, or Revolutionary Austria?
I really disagree with the exclusion of individual nations from a mechanic if they satisfy all other requirements.
They had a revolution. Outside the games timeframe sure, but why not sooner?
Rev. Ottomans is a silly name. Ottomans was the name of the rulling dynasty. If they go revolutionary (and abolish it), the country name should change to something else.
That one though had western tech group.
Also the French revolution was both a cultural and "idea" thing, not just a tech thing (not the least to say about governmental affairs). It evolved out of ideas revolving social status withing the society, the place of the human being inside an a nation and a corrupt government style, not technology. Thereby they should tie it to ideas (like humanism) and government type, rather than tech and location.

Revolutions are for all intents and purposes not currently accessible. You can use my mod to make them more controllable until they are, hopefully, ported to the Disaster system in 1.9: More Likely Revolutions.
Would Turkey on its own not make just as much sense as Rev. Turkey?
