technically it's in the game already whether or not you buy it, it's the access rights to the game content that you buy. Some of us would like to save a few precious bytes on our drives.
But my own personal reason for saying no is that Metal + WW2 setting is a bit of disrespectful. Same circumstances if it were Electronic Dance Music mimicking the OST in the game.
Nothing against Metal.

I do not see it as disrespectful. I see it as honouring the men and women who fought during the war through music, music is one of the ways we communicate thought and even memory. The fact a large number of Sabaton songs are involved with the WWII means that they are respecting the sacrifices made and remembering them in their own manner.
I would definitely buy a DLC for HOI4 if it was offered, imagine yourself playing for example as Finland while White Death is playing in the background during the Winter War.

I wanna hear Hot Time in the Town of Berlin by Sinatra. I hate most big band style music from the age, but that songs got a nice flow, and it's wartime propaganda music.

So you are going to listen to the one song sabaton made about finnland for the 30 hours of your finland game?
I doubt that music with distinct lyrics would fit the game very much, since you then start to focus on the song and less on gameplay. There is a reason why most games only have instrumental music. If anything, Sabaton could/should create new songs or modify old ones to fit the game.
That is not an easy task, just refer to the Sound DD.

Don't really get the need to pay money to get songs which Sabaton has already released on their albums. It's easier to go on Youtube, make a playlist and be done with it.
