The Palatinate vote for themselves to become the next emperor. They consist of 4 or 5 provinces. That's an average province figure, because Austria is bloody battered, divided into Styria and Austria after loosing a war against great power Commonwealth. Austria is only a shadow of his former size. Nevertheless, I have the feeling that the idea of the Palatinate of becoming the next emperor is a little megalomaniac - lol.

In the case of a prestige tie, if we're only looking at nations that start the game as part of the HRE, Alsace would be the winner if they're part of that tie. If it really does come down to the one first in the countrytags file.
