Im sad to say this, but I think a morden time Victoria-like game would be incredibly boring, the only thing you really could do is might play in Africa, and have a few wars there, if you were to annex Any big country FN would be after you. Or else you would have to declare a WW3 as Russia or China, but that is FAR from realistic or immersive.
Certain types of people might get uptight about such things being in video games, but climate change should make the next century or two "interesting." With Resource Wars, the resurgence of extremism and far right views, and a grab-bag of near future fictional technologies, I could see a pretty in-depth, challenging, and maybe even fun game being put together. Fate of the World, but Clasewitz'd and taken up a notch.
Perhaps they could throw in basic space exploration, for prestige and precious science. Mars, the Moon, and the Asteroid Belt offer limitless possibilities, and can be fleshed out with simpler graphics, modifiers, and flavor text.

As for Victoria III, I'll buy it at full price whenever they get around to making it, assuming the initial launch isn't an unmitigated, Rome II-esque disaster.
