I don't actually think detailed military systems are required for a cold war game at all. The espionage, political and economic systems are far more important. The vast majority of military conflicts would likely have only indirect player involvement.
Which again points twords Victoria being the ideal game for it. The biggest focus in the Cold War, much as people like to circlejerk over the US vs USSR's military or technology or the space race, the real mover and shaker was manipulation (and in other cases lack thereof, or poorly managed manipulation) of internal forces such as economies, domestic politics, radicilization, manipulation of information, and so on, as well as the diplomatic negotiations over events, such as the Missile Crisis. All of which can be roughly approximated in Victoria, the only thing that breaks down is the battle system, but playing a cold war grand strategy game for the battles is, IMHO, missing the point. I'd say more effort should be expended in that game's direction.
Now ww1 on the other hand, that's a mod that I'd love to see. The dig in bonus trick for the HOI3 mod did wonders to establishing a beleivable static western front if Schlieffen failed, while allowing the mobility of the eastern front. Granted, much like Italy in standard HOI, it's nearly impossible to make an general strategic AI as incompetant as some of the leaders of the war. I don't know any players or AI that would keep trying the failed Galipoli beachhead for a year, after all.
